The Board dealt with three financial matters at its meeting on Tuesday approving the capital budget bylaw, as well as receiving the quarterly budget report and the Annual Facility Grant spending plan.
After a presentation by Secretary-Treasurer Alanna Cameron, the Board gave three readings and approval to its capital budget bylaw. The projects which received funding are:
Carbon Neutral Capital Program – $159,000
for Parkview Elementary – DDC Controller Upgrade
Playground Equipment Program – $90,000
for Len Wood Middle – New Standard Playground Equipment
School Enhancement Program – $540,000
for Eagle River Secondary – HVAC Upgrades (Phase 3)
Bus Acquisition Program – $415,827
for 3 Buses (1 new, 2 replacements)
Trustees also received an update from Cameron on how the current budget year is doing. She reported SD83 is sitting at or near target budget at this point through the school year. “It’s good news, we have three months remaining and on our big ticket items we are at 31 per cent, so one percent over.”
“We are still projecting a small surplus.”

Trustees also received a spending plan for the 2019-20 annual facility grant funding (AFG) of approximately $1.6 million. The grant is designed to help maintain facilities through their anticipated life.
Cameron explains the Board is not required to approve the plan, just receive it. She noted that to comply with Treasury Board direction, each school district must annually provide the Ministry with an AFG project and spending plan prior to the allocation of AFG funding. The fiscal year for this is April 1st to March 31, so different than the school year. A complete list of SD83 projects can be found here.
She added that no dollar figures are put in the public documents about the projects as some will probably go to tender.
Director of Operations Trevor Bettcher gave trustees a quick update on some of the projects the district is looking at under the AFG. These include repairing and replacing some doors at M.V. Beattie, major field upgrade at PVSS, some classroom flooring at Salmon Arm West, some classroom floors and a cooling unit in the woodshed at Salmon Arm West, field work at Silver Creek, roofing at Sorrento and Parkview, and alarm replacements at Sullivan and South Canoe.
